In Sunday's Okinawa gubernatorial election, voters opted for continued cooperation with the central government in resolving the Futenma base relocation issue, thereby leaving a slim chance that the base will be relocated within the prefecture. 沖縄県が引き続き政府と連携し、米軍普天間飛行場の県内移設にも含みを残す――。それが県民の選択だった。
Incumbent Hirokazu Nakaima was reelected governor by beating former Ginowan Mayor Yoichi Iha--who advocated relocating the base outside the country--and another candidate. 沖縄県知事選で、現職の仲井真弘多知事が再選された。米軍普天間飛行場の国外移設を主張していた新人の伊波洋一・前宜野湾市長は及ばなかった。
However, we are not holding our breath for swift progress in implementing the Japan-U.S. agreement reached in May that calls for relocating the U.S. Marine Corps' Futenma Air Station to the Henoko district of Nago. This is because Nakaima wants the base moved outside the prefecture and the incumbent Nago mayor opposes its relocation to his city. これで、普天間飛行場を名護市辺野古に移設するとした5月の日米合意の早期進展が期待できるわけではない。知事は県外移設を求めているうえ、名護市長も受け入れに反対しているからだ。
Nakaima will not be able to simply dismiss the wishes of nearly 300,000 prefectural residents who voted for Iha, who campaigned on promises to slash the burden placed on the prefecture as a host of U.S. bases. 知事は、基地負担の大幅軽減を求めて伊波氏に投票した多数の県民への配慮も求められよう。
Had Iha been elected, the situation would have been dire. Iha might have stuck to his demands that the base be relocated outside the country, which would make it more likely the Futenma base would remain stuck where it is for years and continue to endanger the safety of people living nearby. 仮に伊波氏が当選していれば、事態は深刻だった。非現実的な国外移設に固執し、普天間飛行場は現在の危険な状態のまま長期間固定化する恐れがあった。
Until last year, Nakaima had supported a plan to relocate the Futenma base to Henoko. Even now, he has not specifically stated he objects to its relocation within the prefecture. He has spoken of his intention to hold negotiations with the central government. 仲井真知事は昨年まで辺野古移設を支持し、今も県内移設への反対は明言していない。政府との協議に応じる意向も示している。

Start leaning on Nakaima
We think the Kan administration should hold talks repeatedly with Nakaima to convince the governor that the Futenma relocation must go ahead in line with the Japan-U.S. agreement. 菅政権は、仲井真知事との対話を重ね、日米合意へ理解を得るよう最大限の努力をすべきだ。
To this end, the government needs to present concrete measures for promoting and developing the region and for using the sites of U.S. military facilities after the Futenma base is relocated and 8,000 U.S. marines stationed in Okinawa Prefecture are transferred to Guam. The prefecture's excessive burden in hosting U.S. bases also must be reduced. そのためには、普天間飛行場の移設や在沖縄海兵隊8000人のグアム移転後の米軍施設の跡地利用や地域振興で、具体的な将来展望を示すことが重要だ。沖縄の過重な基地負担の一層の軽減を追求することも必要となろう。
The deterrent provided by U.S. forces stationed in Japan has become all the more important following two recent incidents--the September collisions of a Chinese trawler with two Japan Coast Guard patrol boats near the Senkaku Islands in the East China Sea, and North Korea's artillery attack on South Korea's Yeonpyeong Island last week. 尖閣諸島沖の中国漁船衝突事件や北朝鮮による韓国・延坪島(ヨンピョンド)砲撃で、在日米軍の抑止力の重要性は増している。
During their Nov. 13 summit meeting, U.S. President Barack Obama and Prime Minister Naoto Kan agreed the prime minister would visit the United States next spring, and that a joint document on deepening the bilateral alliance would be issued during his visit. Kan's resolve doubtful
However, the Kan administration has been twiddling its thumbs on this issue. ところが、菅政権は、あまりに普天間問題に無為無策だった。
In previous Okinawa gubernatorial and Nago mayoral elections, Liberal Democratic Party-led governments threw their unreserved support behind candidates who supported the government's Futenma relocation plan. In the campaign for Sunday's election, however, the Democratic Party of Japan tacitly approved its Diet members' support of Iha. 自民党政権は、過去の沖縄県知事選や名護市長選で、普天間移設に理解を示す候補を全力で支援してきた。民主党は今回、沖縄選出の党所属国会議員らが伊波氏を応援するのを黙認した。
We have doubts over whether Kan is determined to implement the Japan-U.S. agreement on the Futenma relocation and bolster the bilateral alliance. 菅首相が、本当に日米合意を実現し、同盟を深化させる気があるのか、疑わしい。
The Futenma issue has gone through 14 years of twists and turns. The previous DPJ-led administration last year put back on the drawing board the practical, feasible Henoko relocation agreement the LDP-led government hammered out with Washington. This aggravated the government's relations with the United States and Okinawa local governments. 普天間問題は、14年間に及ぶ曲折を経てきた。昨年、ようやく現実味を帯びてきた辺野古移設をいったん白紙に戻し、米国、沖縄双方との関係を悪化させたのは民主党政権である。
The Kan administration has a heavy responsibility to push ahead with the Japan-U.S. accord on Futenma's relocation, no matter how difficult it may be. どんなに困難でも、菅政権は、日米合意を前に進めるという重い責任を負っている。

Censure motions against Chief Cabinet Secretary Yoshito Sengoku and transport minister Sumio Mabuchi have been submitted to the House of Councillors and adopted with the support of opposition parties, which form a majority there. The motions criticize Sengoku and Mabuchi's mishandling of the fallout from the collisions between a Chinese trawler and Japan Coast Guard vessels off the Senkaku Islands in September. 尖閣諸島沖で起きた中国漁船衝突事件の不手際を理由に、仙谷官房長官と馬淵国土交通相に対する問責決議案が参院に提出され、野党の賛成多数で可決された。
The motions are not legally binding, but three lawmakers in the past against whom censure motions were adopted, including former Prime Minister Taro Aso, ultimately had to resign. There is no doubt the administration of Prime Minister Naoto Kan now faces an even tougher predicament. 問責決議に法的な拘束力はないが、過去に決議が可決した麻生首相ら3氏はいずれも辞任に追い込まれた。菅政権が一段と苦境に立たされたのは間違いない。
The censure motion submitted by the Liberal Democratic Party against Sengoku harshly criticizes the decision not to disclose video of the collisions recorded by the JCG, in addition to the questionable process by which prosecutors ordered the Chinese fishing boat captain's release from custody. 自民党が提出した仙谷氏の問責決議は、中国人船長釈放の経緯の不透明さに加え、海上保安庁が撮影した衝突時の映像を非公開とした判断を厳しく批判している。
In the case of Mabuchi, the motion pointed out his supervisory responsibility for the JCG's sloppy information management system, which allowed the video to be leaked onto the Internet. 馬淵氏の場合は、映像流出事件を招いた海保の杜撰(ずさん)な情報管理体制への監督責任を挙げている。
They are both fair points. It is clear that Sengoku and Mabuchi bear political responsibility for the collision incident. どれも、もっともな指摘だ。漁船衝突事件で仙谷氏らに政治責任があるのは明白である。
Standoff and stagnation
Kan stressed he would have the two remain in their posts. He is apparently concerned that the administration's foundations would be damaged if Sengoku, who occupies the Cabinet's command post, were made to resign. 菅首相は、仙谷、馬淵両氏を続投させる考えを強調している。内閣の“司令塔”である仙谷氏を辞任させれば、政権の屋台骨が揺らぐと懸念してのことだろう。
However, significant stagnation in national politics is inevitable. There is of course no prospect of passing legislation during the remainder of the current extraordinary Diet session--or even in the ordinary Diet sessions next year--given that not only the LDP but also New Komeito have distanced themselves from the government and the ruling Democratic Party of Japan. だが、自民党だけでなく、公明党まで政府・民主党に距離を置いたままでは、臨時国会の残り会期中は無論、来年の通常国会も法案を成立させるめどが立たず、国政の大幅な停滞が避けられない。
New Komeito leader Natsuo Yamaguchi warned, "If they [Sengoku and Mabuchi] make light of the weight carried by the censure motions and continue their poor handling of issues, the motions will have long-term ramifications." 公明党の山口代表は「問責の重みを軽視し、さらにまずい対応を重ねることがあれば、問責の効果は尾を引くことになるだろう」と警告している。
Opposition parties appear to be refraining from taking part in deliberations at Diet committees where Sengoku and Mabuchi are in attendance. It is inexcusable that opposition parties would abuse their position and employ such tactics because Sengoku and Mabuchi remain in their posts, but Kan should take to heart the harsh reality of the divided Diet. 野党側は、仙谷氏らが出席する委員会審議に応じない構えだ。仙谷氏らが閣僚にとどまることを理由に、審議拒否戦術を乱用することは許されないが、菅首相は、ねじれ国会という厳しい現実を重く受け止めるべきだ。
Diet has accomplished little
Before the censure motions were approved, the supplementary budget for fiscal 2010--incorporating more than 4.8 trillion yen worth of measures to deal with the rising yen and deflation--passed the Diet. However, only about a third of the bills submitted by the government have so far passed the Diet. We cannot help but say the current Diet session has produced few noteworthy achievements other than the supplementary budget. 問責決議に先立ち、総額4兆8000億円超の円高・デフレ対策を盛り込んだ今年度補正予算が成立した。しかし、政府提出法案の成立はわずか30%台だ。補正予算以外は、見るべき成果がほとんどない国会と言わざるを得ない。
Both ruling and opposition parities have a responsibility to avoid stagnation in national politics as a result of the divided Diet. However, it is the government and DPJ that must make additional efforts toward this end. ねじれ国会による国政停滞を避ける責任は与野党双方にある。だが、より多くの努力を求められるのは政府・民主党である。
In particular, it is impermissible for the government and DPJ to close the current Diet session without summoning former DPJ leader Ichiro Ozawa to testify before the Diet over his money and politics scandal. 特に、小沢一郎・民主党元代表の「政治とカネ」に関する国会招致を実現しないまま、今国会を閉じることは到底許されまい。
Kan should exercise leadership, rather than leave to DPJ Secretary General Katsuya Okada the task of persuading Ozawa to testify before the Diet. Kan would be totally in the wrong if he calculated it would be acceptable to just let the current Diet session expire, using the excuse of the confrontation between the ruling and opposition parties following the adoption of the censure motions. 菅首相は、小沢氏の説得を岡田幹事長任せにせず、自ら指導力を発揮すべきだ。まして、問責決議を受けた与野党対立を口実に、このまま会期末を迎えればよい、と計算しているとすれば、大きな考え違いである。

SEOUL, South Korea — The United States and South Korea began naval exercises on Sunday that were meant as a warning to North Korea for recent provocations, including last week’s deadly artillery attack on a island populated by South Koreans in the Yellow Sea.
At the same time, China stepped up its diplomatic efforts to cool tempers in the region, with a senior envoy holding a meeting on Sunday morning with South Korea’s president and Beijing announcing that it had invited a senior North Korean official for talks this week.
North Korean artillery was heard Sunday on the island, though no shells landed there and South Korea considered it just a drill, according to a spokesman for South Korea’s Joint Chiefs of Staff. The North Koreans also shot off artillery on Friday, after a visit by an American general to the island, called Yeonpyeong.
The announcement of the naval exercises last week raised already heightened tensions, angering both North Korea and its patron, China, and stirring intense speculation in the South Korean news media about whether the North would respond violently.
After the announcement, China warned against “any military act” in its exclusive economic zone without permission, according to the state-run Xinhua news agency. But virtually all the waters to the west of the Korean Peninsula fall within that 200 nautical mile limit. It was not immediately clear if the American and South Korean flotilla, which included the United States aircraft carrier George Washington, had sailed into that area.
China’s diplomatic efforts came after days of entreaties from Washington and its allies to exert a moderating influence on North Korea.
The Chinese envoy, state counselor in charge of foreign affairs, Dai Bingguo, met with South Korea’s president, Lee Myung-bak, as part of a previously unannounced visit to Seoul, according to a senior South Korean official.
China’s diplomatic initiative also included the planned talks with Choe Tae-bok, chairman of North Korea’s Supreme People’s Assembly, who will pay an official visit to China starting Tuesday.
The United States has hoped that China would use its leverage over North Korea to restrain it from any further attacks, but so far China has not rebuked the North’s leaders, at least in public. And when China did finally make a strong public statement late last week on the attack — the one warning against military actions in its economic zone — it directed its pique at the United States for the naval exercises.
The show of force was designed both to deter further attacks by the North and to signal to China that unless it reins in its unruly ally, it may see an even larger American presence in the vicinity.
The flurry of diplomacy over the weekend followed days of recriminations by both Koreas. On Saturday, North Korea accused South Korea of using civilians as human shields around military bases on the island. The accusation, reported by the North’s official news agency, is apparently an effort to redirect South Korean outrage over the barrage, which killed two civilian construction workers and two South Korean marines.
“If the U.S. brings its carrier to the West Sea of Korea at last, no one can predict the ensuing consequences,” the report said, using the Korean name for the Yellow Sea.
Also on Saturday, at least two protests were staged in Seoul that criticized both North Korea’s leader, Kim Jong-il, for the attack and South Korea’s president for what many here see as the military’s failure to make more than a token response.
The bombardment of the island was the first attack on a civilian area since the 1950-53 Korean War, and it enraged the South Koreans far more than previous provocations by the North, including its nuclear weapons tests and the sinking in March of a South Korean warship that killed 46 sailors. Despite the findings of an international investigation, North Korea denies responsibility for the sinking.
The North has said that Tuesday’s attack was carried out in response to South Korean artillery drills earlier that day on the island, which sits within sight of the North Korean mainland. On the morning of the attack, North Korea warned South Korea not to conduct the drills.
Citing those warnings, North Korea said it had made “superhuman efforts to prevent the clash at the last moment.” It also offered an uncharacteristic show of remorse, calling the civilian deaths “very regrettable.”
The comments were apparently an attempt to present the North’s view of events to the South Korean public, which has reacted to Tuesday’s attack with uncharacteristic vehemence toward the North.

South Korea and the United States plan to hold joint military exercises in the Yellow Sea, west of the Korean Peninsula, for four days beginning Sunday. The USS George Washington, a Japan-based nuclear-powered aircraft carrier of the U.S. Navy, also will take part in the exercises. 韓国と米国が、朝鮮半島の西の黄海で、28日から4日間、合同軍事演習を実施する。米海軍原子力空母「ジョージ・ワシントン」も参加する。
The recent artillery shelling by North Korea of Yeonpyeong Island, South Korea, killed four people and damaged military facilities and private homes. North Korea does not appear hesitant to launch a second or third round of attacks. 北朝鮮が、民間人の住む韓国・延坪(ヨンピョン)島(ド)を砲撃した事件では、4人が死亡し、軍施設や民間の住宅などに少なからぬ被害が出た。北朝鮮は、第2、第3の攻撃も辞さない構えを見せている。
The planned joint military exercises by U.S. and South Korean forces under such circumstances are said to be aimed at deterring further military provocation by North Korea. その中で行われる米韓軍事演習は、北朝鮮のさらなる武力挑発を抑止するのが狙いとされる。
However, the target of these efforts is a nation whose actions are hard to predict by the standards of common sense. The military exercises will be effective to some extent, but nations concerned must not lower their guard. In fact, North Korea shelled the island as if to ridicule the joint U.S.-South Korean drills conducted twice after the sinking by North Korea of a South Korean patrol ship. 何しろ相手は常識では計れない国だ。演習も一定の効果はあろうが、油断は禁物だ。事実、北朝鮮は、米韓が韓国哨戒艦の撃沈事件後、2度実施した合同軍事演習をあざ笑うように、砲撃した。
Japan must closely watch, with a strong sense of caution, how North Korea will act, a factor that will determine the degree to which tensions grow on the Korean Peninsula. It is a matter of course that Prime Minister Naoto Kan ordered Cabinet members to stay in Tokyo during the joint military exercises so they could quickly respond in the event of a contingency. 日本も、朝鮮半島の緊張を高める北朝鮮の今後の出方を、強い警戒心を持って注視すべきだ。菅首相が閣僚に対し、米韓演習中、不測の事態に対応できるよう禁足令を出したのは当然である。
Succession-linked aggression
North Korea is undergoing a time of instability as its leader Kim Jong Il is transferring his power to his young son, Kim Jong Un. With the naming of the heir apparent to the key post of vice chairman of the Central Military Commission of the ruling Workers' Party of Korea, there had been concerns that Pyongyang would rush to reckless adventurism in an attempt to show off the son's credentials. 北朝鮮は、金正日総書記から年若い息子へと権力を移行する不安定な過程にある。後継者の正恩氏が党中央軍事委員会副委員長という要職に就き、実績誇示のため無謀な冒険主義に走るのでは、という懸念が強まっていた。
Such anxiety became reality as North Korea launched its first attack on South Korean soil since the armistice of the Korean War. 今回、朝鮮戦争の休戦以降で初の陸地砲撃を強行したことで、その不安は現実のものとなった。
The international community must not allow North Korea to engage in any further reckless behavior. 国際社会は、北朝鮮にこれ以上の暴走を許してはならない。
Japan, the United States and South Korea need to further strengthen trilateral cooperation to head off North Korea's threatened mass production and proliferation of nuclear weapons. 日米韓は、連携をさらに強化して、核兵器量産や核拡散の脅しをはねのける必要がある。
China, which has close relations with North Korea, expressed strong opposition to the participation of the U.S aircraft carrier in joint military exercises that South Korea and the United States had conducted earlier. Beijing thus signaled it does not intend to allow U.S. forces to act freely in waters in its vicinity. 北朝鮮と関係が深い中国は、先に米韓が黄海で合同軍事演習をした際には、米空母の参加に「断固反対」を表明した。眼前の海域では、米軍に自由な行動は取らせない、という意思表示だった。
On Friday night, a deputy director general of the Chinese Foreign Ministry's Information Department issued a statement that China "opposes any party taking any military acts in its exclusive economic zone without permission." 今回も26日夜、外務省副報道局長が「中国の排他的経済水域(EEZ)では、どの国であれ、許可なく軍事行動をとることに反対する」と、反発した。
Beijing's unhelpful stance
China is not in step with Japan, the United States and South Korea, which are pressuring North Korea to abandon its nuclear aspirations, but rather sides with Pyongyang by backing its hereditary regime, now heading for its third generation, through increased economic assistance. China likely calculates that the collapse of the current regime in the neighboring nation would seriously affect its own stability. 中国は、圧力をかけて北朝鮮に核廃棄を迫ろうとする日米韓には同調せず、むしろ経済支援の強化によって3代世襲体制を支える立場だ。隣国の北朝鮮で体制が崩壊すれば、中国の安定も損なわれるという計算があるのだろう。
But it is North Korea that is threatening the peace and stability of the region. In our view, China's indulgence of North Korea has emboldened Pyongyang to the extent seen in recent developments. だが、地域の平和と安定を脅かしているのは、北朝鮮である。甘やかしてきたことが、ここまで増長させたのではないか。
If China tacitly approves North Korea's status quo, the degree of instability in the region will only grow. China must be well aware of the reality that a time bomb is ticking. 北朝鮮の現状を黙認するなら、地域情勢は不安定さを増すばかりだ。時限爆弾を抱える現実を、中国は認識しなければならない。

Burma gives HIV patients a reprieve from eviction ビルマ政府、HIV患者たちの施設外退去命令を撤回

Authorities in military-ruled Burma gave a last-minute reprieve last night to HIV patients living in a shelter run by supporters of democracy leader Aung San Suu Kyi, after earlier saying it had to be shut down. ビルマ民主化運動の母、アウンサンスーチーさんの支持者らにより運営されるHIV患者収容施設に収容されている患者たちに対する施設外立ち退き命令は土壇場になってビルマ軍事政権により撤回された。(\(^▽^)/)
Yarzar, one of the shelter's staff, said the authorities agreed last night to let the patients stay. Last week, local officials ordered the 80 patients to be moved by this week, saying without explanation that it would no longer approve the requests for overnight guests that are legally required. 収容施設のスタッフのヤーザーさんはこう語る。昨夜、政府の代表がやってきて患者たちの施設内滞在を許可してくれた。先週私たちは、80名の収容施設内収容患者たち全員を今週中に施設外に退去させるように命令を受けていた。退去理由については明確な説明がなかったが、従来の滞在許可申請方式はもはや通用しないとだけ話していた。
The shelter's organizers believed the eviction threat was issued because Suu Kyi visited it just days after her 13 November release from extended house arrest, promising to help provide badly needed medicine. The ratio of graduating students with job offers has fallen to a record low. This year, one in six students finished their studies to find themselves jobless new graduates. With Limited Options, South Korea Shifts Military Rules

SEOUL, South Korea — Responding to growing public criticism after a deadly North Korean attack, President Lee Myung-bak accepted the resignation of his defense minister on Thursday and announced changes in the military’s rules of engagement to make it easier for South Korea to strike back with greater force, especially if civilians are threatened.
The government also announced plans to increase the number of troops and heavy weapons on Yeonpyeong Island, where two marines and two civilians died Tuesday in an artillery fusillade from the North.
But Mr. Lee, who came to office two years ago vowing to get tough with the North, has little maneuvering room in formulating a response. While the attack appears to have pushed anti-North Korean sentiment here to its highest level in years, there is little public support for taking military action against the North that might lead to an escalation of hostilities.
“North Korea has nothing to lose, while we have everything to lose,” said Kang Won-taek, a professor of politics at Seoul National University. “Lee Myung-bak has no choice but to soften his tone to keep this country peaceful. It is not an appealing choice, but it is the only realistic choice.”
The South’s powerful neighbor is also counseling restraint. The Chinese prime minister, Wen Jiabao, said Thursday that Beijing opposed any provocative military behavior by either side on the Korean Peninsula, Xinhua, the state news agency, reported.
On Thursday, while North Korea warned through its official news agency of further military retaliation if provoked by South Korea, Mr. Lee said only, “We should not drop our guard in preparation for the possibility of another provocation by North Korea,” according to his chief spokesman, Hong Sang-pyo. “A provocation like this can recur any time.”
The changes in the rules of engagement were similarly restrained. South Korean defenses on five coastal islands in the Yellow Sea had been set up primarily to guard against possible amphibious landings by North Korean troops. Critics said Thursday that the military had not anticipated the possibility of an attack by North Korean artillery batteries, which are reportedly in caves along the North’s coastline.
“Now, an artillery battle has become the new threat, so we’re reassessing the need to strengthen defenses,” Mr. Lee told lawmakers. The new measures he outlined include doubling the number of howitzers and upgrading other weaponry.
The new rules of engagement will be based on whether military or civilian sites are the targets, said Mr. Hong, the presidential spokesman, adding that the move was made to “change the paradigm of responding to North Korea’s provocations.”
Previously, South Korean forces were allowed to respond only in kind — if the North fired artillery, the South could answer only with artillery — to contain any dispute. Now, officials said, the military would be allowed to respond with greater force.
The aftermath of this week’s artillery attack was not the first time Mr. Lee had come under criticism for sitting on his hands in the face of a deadly provocation by the North. Two years ago, when a South Korean tourist was shot by a sentry at a North Korean mountain resort, his government’s response amounted to a slap on the wrist: suspending tours to the resort and banning South Korean civic groups from visiting the North.
But the clearest case was Mr. Lee’s response in March to the sinking of a South Korean warship, the Cheonan.
Mr. Lee at first seemed to stall by waiting for the results of an international investigation, which took two months to conclude that the ship had been sunk by a North Korean torpedo. When he responded, it was with relatively mild measures like reducing the South’s already minuscule trade with the North, resuming the South’s cold-war-era propaganda speakers along the demilitarized zone and demanding an apology. But the speakers have yet to be turned on after North Korea threatened to shoot at them, and Mr. Lee dropped the apology demand as a precondition for talks.
Mr. Lee was widely blamed in South Korea for having provoked the Cheonan episode by ending unconditional aid to the North at the start of his presidency.
“Before, the public saw him as too hard, and now they see him as too soft,” said Yoo Ho-yeol, a professor of North Korean studies at Korea University in Seoul.
Despite public pressure to do more, Mr. Lee does not have many options for using less lethal forms of pressure on the North, diplomatic or economic. North Korea has already weathered years of economic sanctions and diplomatic isolation. In fact, the tough economic conditions appear only to give the North motivation to continue its brinkmanship, to extract aid as it faces a winter of food and fuel shortages. Some analysts say the North is also using the provocations to burnish the military credentials of Kim Jong-un, the youngest son of the North’s leader, Kim Jong-il, and his heir apparent.
Analysts say making sanctions effective would require greater support from China, North Korea’s traditional protector, which has so far been reluctant to tighten the screws on the North’s already decrepit economy. In recent days, Mr. Lee and President Obama have agreed to make new appeals to Chinese leaders to put more pressure on the North Korean dictator, but analysts say they are not optimistic that the Chinese will comply.
Still, South Korean officials said they would urge China to act more responsibly by pressing the North to refrain from any more attacks. They also said they would ask Beijing to more closely monitor trade with North Korea by Chinese merchants, which they said has been a way for the North to bypass international economic sanctions.
Mr. Lee and his advisers appear to have concluded that a less confrontational stance is the only way to persuade North Korea to end its provocations. A few analysts speculated that Mr. Lee might eventually end up not far from his liberal predecessors like former President Roh Moo-hyun, who used economic aid to appease the North and reduce tensions on the peninsula.
“Anyone would conclude that the peaceful approach is best to reverse the situation,” said Moon Jung-in, a politics professor at Yonsei University in Seoul and a former adviser in the Roh administration. “A hard-line approach is not a real option.”

Since the collisions, Beijing has frequently sent fishery patrol vessels to waters near the islands. Last weekend, China again made its presence known by having two patrol vessels sail close to the area. Vessels too old
JCG has eight patrol ships and six smaller patrol boats based at the 11th Regional Coast Guard Headquarters in Naha, which exercises control over waters near the islands. But some are showing their age and have reached the end of their useful life. Their hulls have corroded and they are too slow to perform their duties properly, among other shortcomings. 海保は、尖閣諸島近海を管轄する第11管区海上保安本部に巡視船8隻と、より小型の巡視艇6隻を配備しているが、中には耐用年数を超えた老朽船艇もある。

However, replacing these ships will take at least six years. We think this is too long. The JCG has not installed digital radio equipment that sends extremely secure transmission on all its vessels and aircraft. As things stand, JCG vessels and aircraft cannot share any important information with vessels of the Maritime Self-Defense Force. These communication systems must be upgraded as soon as possible. これでは海上自衛隊の艦船と重要情報を共有できない。早急に一新する必要がある。
Legal framework needed
As Pyongyang's artillery attack on Yeonpyeong Island, South Korea, earlier this week showed, Japan must remain on guard against North Korea. 韓国・延坪(ヨンピョン)島(ド)への砲撃事件をみても、北朝鮮に対する備えは怠るわけにいかない。
However, shortcomings in domestic laws that surfaced following two incidents involving North Korean spy ships about a decade ago remain uncorrected. WASHINGTON — The Obama administration on Wednesday began a broad effort to enlist China to help rein in North Korea in the wake of its deadly attack Tuesday on South Korea.
Adm. Mike Mullen, the chairman of the Joint Chiefs of Staff, urged China to act, calling Beijing “absolutely critical” to the international effort to get North Korea to stop its military provocations. “It’s very important for China to lead,” Admiral Mullen said Wednesday on the ABC program “The View.” “The one country that has influence in Pyongyang is China.”
President Obama was preparing to make a personal telephone plea to President Hu Jintao of China, White House officials said. They added that Secretary of State Hillary Rodham Clinton is likely to call China’s foreign minister, Yang Jiechi, to follow up on similar calls from other senior American officials to their Chinese counterparts.
But few analysts expect China, wary of destabilizing the North, its unpredictable neighbor, to employ its economic and military leverage in any substantial way to try to alter its behavior. And in Seoul, the South Korean government was left struggling to find the right response, as President Lee Myung-bak found himself with no clear way to proceed despite his past vows to take a hard line against the North.
Mr. Lee spent Wednesday conferring with stern-faced generals and talking on the phone with world leaders like Mr. Obama, who offered him sympathy and support over the artillery attack on Tuesday on a South Korean island, the latest in a series of provocations by the North.
Mr. Lee’s government also traded threats with the North, warning of heavy retaliation should North Korea attack again, while the North warned against even the slightest incursions into its territory.
But despite the strong words, South Korea is showing few signs of actually planning a more forceful retaliation to the attack on Yeonpyeong Island, in which two civilians and two marines were killed. While it placed its armed forces on high alert and sent F-15 fighter jets to the area, South Korea’s only military response so far came during the attack itself, when marines on the island returned fire at North Korean positions.
During an emergency session of the National Assembly, South Korea’s legislature, right-wing lawmakers called for bolder military action in response to the island’s shelling. They also criticized Mr. Lee for not retaliating with greater force right away.
“North Korea’s artillery stronghold should have been destroyed three minutes after the attack,” said one lawmaker, Song Kwang-ho. “South Korea’s air force sallied forth but did not attack. The gong sounded, and it’s too late now. Where were our resolute measures?”
The impasse underscored the quandary both countries face: neither the strengthened sanctions Mr. Obama and Mr. Lee pushed after a North Korean nuclear test last year, nor the resumed aid and diplomacy Mr. Lee tried just a few months ago, have persuaded the North to cooperate with the outside world.
For that reason, both have looked to China for crucial assistance. The reclusive government in North Korea is diplomatically isolated to begin with; its sole big supporter is China.
But while China has in the past tried to influence North Korea, it has been reluctant to do so in recent months. The reason in part, analysts say, is that Beijing does not want to destabilize the North when it is in the middle of a succession process brought on by the illness of its leader, Kim Jong-il, who is believed to be making way for one of his sons, Kim Jong-un, to take over.
“Beijing doesn’t want the collapse of the regime,” said Victor Cha, an Asia expert at the Center for Strategic and International Studies. China, said Mr. Cha, who worked at the National Security Council under President George W. Bush, has “made the core strategic calculation that unification of the North and the South, with the United States as an ally, is not in Chinese interests.”
That puts the Obama administration and South Korea in the precarious position of trying to press Beijing to take a stand that China’s leaders do not believe to be in China’s best interests — a tough job under any circumstances, but particularly now, when Beijing is trying to deal with North Korea’s succession.
Mr. Obama’s decision to accelerate the deployment of an American aircraft carrier group to the region is intended to prod the Chinese. American officials hope that by presenting Beijing with an unpalatable result — the expansion of American maneuvers off its shores — China will decide that pressing North Korea is the lesser of two evils.
Pentagon officials said the joint exercise in waters west of the Korean Peninsula would run Sunday to Wednesday. Military officials said the carrier George Washington had been preparing to sail from its port in Japan to join the Japanese Navy in an exercise to begin Dec. 3. After the artillery exchange between the two Koreas, the carrier was ordered to drill with South Korea’s navy before joining the Japanese.
“To the Chinese, the message is that if North Korea undertakes actions such as uranium enrichment or the attack on the South that threaten our equities, the U.S. will respond in ways that negatively affect China’s perceived interests,” a senior administration official said on Wednesday. “The response is directed at messaging North Korea and reassuring South Korea, but China clearly does not like to see U.S. aircraft carriers, for example, in the Yellow Sea.”
The administration is also considering additional joint exercises with South Korea, administration officials said, although they declined to say exactly what form those largely symbolic exercises might take. One administration official said the additional exercises could include naval and air exercises, or even exercises involving ground troops.
Beijing was largely silent eight months ago, when North Korea was accused of sinking a South Korean warship, the Cheonan, and killing 46 sailors.
Similarly, Beijing did not have much to say this week, after a visiting American nuclear scientist reported that North Korea had shown him what was described as a just completed centrifuge plant that, if it becomes fully operational, could enable North Korea to enrich uranium into nuclear fuel and add to its arsenal of 8 to 12 nuclear weapons.
“We would welcome a more clear-cut Chinese position, differentiating between the aggressor and the victim in the attack,” the Obama administration official said, speaking on the condition of anonymity under diplomatic rules. “And making clear the unacceptability of uranium enrichment. We’d like to see a more clear-cut Chinese position on both of those issues.”
In Seoul, Mr. Lee, who took office taking a tough line against the North, now finds himself under pressure for not being tough enough.
“There is widespread disappointment with Lee Myung-bak for being too prudent and restrained,” said Oh Kyoung-seok, a researcher on inter-Korean relations at the Sejong Institute. “First we endured the Cheonan and now this. We are sending North Korea the message that they can do whatever they please.”

In broad daylight on Tuesday afternoon, the North Korean military shelled Yeonpyeong Island in the Yellow Sea near the west coast of the Korean Peninsula. A sea of tension
The waters around Yeonpyeong Island are known as a sea of tension. Vessels from the two countries have frequently had confrontations and exchanged fire in the area because of a dispute over where to draw a military demarcation line in the sea. 延坪島付近は、海上の軍事境界線をめぐっての合意がないため、これまで南北の艦船が幾度も衝突し、交戦してきた緊張の海域だ。
However, the latest incident was the first time since the two countries signed the Korean War truce that the island, with a civilian population of 2,000, has been shelled by North Korea. しかし、朝鮮戦争の休戦以来、約2000人の住民がいる島が砲撃されたことはなかった。
North Korea justified its attack in a statement issued by its supreme military command, saying it had "taken strong military action" immediately after South Korea fired dozens of shells into North Korean territory. Dynasty-building tactic?
The skirmish took place at a time when North Korea has begun substantial preparations for a succession at the pinnacle of its government. North Korean leader Kim Jong Il's youngest son and heir apparent, Kim Jong Un, was named vice chairman of North Korea's Central Military Commission of the Workers' Party of Korea in September, paving the way for a transfer of power to a third generation of the family. 北朝鮮で、3代世襲が本格化している中で、今回の砲撃事件は起きた。金正日総書記の後継者の金正恩氏が、党軍事委員会副委員長に就任したばかりである。
North Korea is believed to be undertaking a series of aggressive actions during the period of power transfer, aiming to consolidate the regime's power base by reinforcing support from the military. この権力移行期に好戦的な行動を繰り返すのは、軍部の支持を得て権力基盤を固める狙いがあるのだろう。

Recently, North Korea has made every effort to attract international attention through various activities, such as construction of a light-water reactor, disclosure of its uranium enrichment activities and moves believed to be preparations for its third nuclear test. 北朝鮮はこのところ、軽水炉の建設、ウラン濃縮活動の公開、3回目の核実験の準備と見られる動きなどによって、国際社会の注意をひくのに腐心している。
These moves are presumably intended to lead to one-on-one negotiations with the United States. But the latest incident, which broke out while Stephen Bosworth, U.S. special envoy on North Korea, was visiting South Korea, Japan and China to discuss steps to be taken to deal with North Korea, is expected to lead to the opposite result. 米朝協議の実現が狙いだろうが、米国の特別代表が韓国、日本、中国を訪れ、今後の対応を協議している最中に起きた砲撃事件は、逆の結果をもたらすだろう。

Opposition parties were moving to submit a censure motion against the justice minister at the House of Councillors on Monday. Appoint qualified ministers
The prime minister will be held responsible for appointing Yanagida as justice minister. 柳田法相の人選には、菅首相の任命責任も問われよう。
During his 20 years as a lawmaker, Yanagida had never worked on judicial affairs. When he was appointed justice minister with the endorsement of the Democratic Party of Japan caucus in the upper house, Yanagida reportedly said, "Why me?" 柳田氏は20年間の国会議員活動で、法務関係を担当した経験がない。参院民主党の推薦で法相に起用された際、本人が「何で俺が」と漏らしたほどだ。
Cabinet appointments were frequently based on seniority and factional power politics under Liberal Democratic Party-led governments as well. However, if the DPJ is going to tout "leadership by politicians" as a slogan, it should have given more consideration to Yanagida's abilities and aptitude. 年功序列と派閥力学による閣僚人事は自民党政権でも横行していた。だが、民主党が「政治主導」を掲げるなら、本人の能力と適性をもっと考慮すべきだった。
Kan's administration apparently lacks a sense of crisis and does not fully understand it is facing a so-called divided Diet, where the opposition controls the upper house, at a time of diminishing public support. 菅政権は、支持率が急落する中で衆参ねじれ国会に直面しているとの危機感が乏しい。
The administration emphasizes careful deliberations in the Diet but it is not working actively to bring them about, just pushing the responsibility for stalled Diet deliberations onto opposition parties. 「熟議の国会」と言うばかりで、法案審議が進まない責任を野党に押しつけ、自らは積極的に動かない。
With this attitude, the Kan administration will never break free of its current predicament. これでは現在の苦境を打開できまい。
The prime minister told the House of Representatives Budget Committee on Nov. 8 that he wanted to keep managing the government "no matter what." Kan should prioritize policy implementation, but this remark sounds like staying in power itself has become his goal. 首相は予算委で、今後の政権運営について「石にかじりついても頑張りたい」と語った。本来重視すべきは政策遂行なのに、政権維持が自己目的化していないか。
In foreign affairs, the prime minister also seems fixated on holding summit talks with Chinese and Russian leaders without paying attention to their content. That will not help him protect Japan's national interest. 外交面でも、中国やロシアとの首脳会談の中身でなく、会談の開催自体を目的にしているようでは日本の国益は守れない。

Kan must take charge
The prime minister should exercise his leadership, realizing that the cowering of his administration, which tries to put off decisions on everything, has lowered public support for it. 首相は、何事も先送りを図る、萎(い)縮(しゅく)した政権の姿勢が支持率低下の要因であることを自覚し、指導力を発揮すべきだ。
During the current extraordinary Diet session, Kan must arrange to summon former DPJ President Ichiro Ozawa to the Diet and disclose the video of a Chinese fishing boat ramming two Japan Coast Guard patrol boats off Senkaku Islands. It is also important for each member of his Cabinet to be more cautious and take responsibility for his or her remarks. 臨時国会中に民主党の小沢一郎元代表の国会招致を実現し、尖閣諸島沖の漁船衝突ビデオも公開する必要がある。各閣僚も、もっと緊張感を保ち、自らの発言に責任を持つことが大切だ。
Yanagida's successor needs to be appointed as soon as possible. Alleged tampering of evidence by a prosecutor of the special investigation unit at the Osaka District Public Prosecutors Office, and a subsequent cover-up scandal by his superiors, have made reform of the nation's prosecution system a pressing issue. 柳田法相の後任も早く決める必要がある。特捜検事の証拠改ざんや隠蔽(いんぺい)事件で、検察改革は待ったなしの課題だ。

As U.S. President Barack Obama seeks to embark upon a path toward a "world without nuclear weapons," the U.S. Senate is blocking the way toward his first nuclear disarmament treaty. 「核のない世界」へ踏み出そうとするオバマ米大統領の最初の核軍縮条約発効への道に、米議会上院が立ちはだかっている。
This is the New Strategic Arms Reduction Treaty signed by the United States and Russia in April. The pact aims to reduce strategic nuclear warheads to no more than 1,550 each. Ratification requires Senate approval. 米ロが今年4月に調印した新核軍縮条約である。戦略核弾頭を減らして、双方1550発までとする。批准に上院の承認が必要だ。
As was clearly evident in the midterm elections earlier this month, U.S. politics has become increasingly partisan. Some within the Republican Party are opposing the treaty just for the sake of bringing down Obama. For a legislative body that is supposed to make decisions from a broader perspective, the Senate has become quite a petty place. 今月初めの議会中間選挙で際立ったように、米国の政治は今、党派対立が強まっている。共和党の中には「オバマつぶし」のために条約に反対する動きさえある。大局を判断するはずの上院が、何とも小粒になったものだ。

To win votes, Obama has responded to Republican requests to put federal money in renewing nuclear arms laboratories and refurbishing nuclear missile bases, drawing fire for ''pork-barrel" policies. If Republican legislators are going to criticize the national deficit, they should seriously consider cutting back the budget through nuclear disarmament. オバマ大統領は支持票を増やすために、共和党の要望に応じて核兵器研究所の更新や核ミサイル基地の整備に予算をつけ、「ばらまき」との批判も受けている。財政赤字を批判する共和党議員は、核軍縮による予算削減についても真剣に考えるべきだ。

This new nuclear arms reduction treaty is an important step toward creating a disarmament dialogue with other nuclear powers, not just the United States and Russia. We hope President Obama will take on the task with full force, even at the risk of using up his political capital, so that his vision of a "world without nuclear weapons" does not quickly turn into an illusion. 今回の新軍縮条約は、米ロ以外の核保有国、核武装国も加えた軍縮対話へとつなげていく重要な一歩だ。オバマ大統領は「核のない世界」の構想を早々に幻にせぬためにも、政治生命をかける覚悟で臨んでほしい。
Russia will have many decommissioned nuclear missiles on its hands in future years. If the treaty fails to come into force, then Russia will have to spend money building new nuclear missiles to replace the old ones. Russia also must avoid a return to the nuclear Cold War situation. ロシアでは今後、退役する核ミサイルが増えていく。条約の発効に失敗すれば、代替用の核ミサイル増設に資金を投じなければならない。「核冷戦」を再び招く事態をロシアの側からも避けるべきである。
Moscow is also having a hard time getting the treaty ratified due to concerns over missile defense, but it needs to make a decision soon. ミサイル防衛などへの懸念からロシアでの批准も手間取っているが、早期に決断すべきだ。
If the U.S.-Russia nuclear disarmament process should stall, then this could lead to a vicious cycle with China and India enhancing their nuclear arsenals. Therefore, this is indeed a matter of Japan's national security and Asian security. The nation's economy has achieved moderate growth, but questions remain over its sustainability. The government must watch over the economy's propsects and remain vigilant for signs of deterioration. まずまずの成長を実現したが、持続力には疑問符がつく。先行き、景気悪化への警戒を緩めてはならない。
The seasonally adjusted real gross domestic product rose 0.9 percent in July-September from the previous quarter--3.9 percent at an annualized rate--marking the fourth consecutive quarterly increase. 7~9月期の実質国内総生産(GDP)は、前期比0・9%増と、4四半期連続でプラスだった。1年に換算すると3・9%の成長率になる。
False dawn
Personal consumption, the main pillar of domestic demand, surged partly as a result of robust car sales ahead of the end of government subsidies for eco-friendly cars. In addition, the extremely hot summer weather boosted air conditioner sales. エコカー補助金の期限切れを控えた駆け込み需要や夏の猛暑で、自動車やエアコンが売れ、内需の柱である個人消費が急増した。
However, these growth factors represented temporary special demand, meaning that the economy has yet to regain sustainable growth in domestic demand. It is also widely anticipated that the economy in the October-December quarter will contract due to factors including a sharp drop in consumer spending after the third-quarter surge. ただし、一時的な特需で押し上げられたもので、地に足のついた内需中心の成長を取り戻したわけではない。10~12月期は消費の反動減などで、一転してマイナス成長になるとの見方も強い。

The latest GDP data show that, in contrast to the temporary growth in domestic demand, there has been almost zero growth in external demand as a factor in Japan's economy. Swift action needed
To avoid a major drop in domestic demand, the government must have the supplementary budget pass the Diet quickly and also must accelerate emergency economic measures, including public works projects. 内需の大きな落ち込みを避けるには、補正予算を早期に成立させ、公共事業など緊急経済対策の執行を急がねばならない。
It is important for the government to build a foundation for private-sector-led growth while it is compensating for demand shortfalls with an adrenaline shot of fiscal spending. 財政支出のカンフル剤で需要不足を補う間に、民間主導の成長の基盤を作ることが重要である。
However, internal debates over growth strategy have put the administration of Prime Minister Naoto Kan at cross-purposes with itself. It is likely that corporate tax cuts, the centerpiece of the strategy, will be realized only if the industrial sector shoulders additional burdens in the form of other taxes to generate alternative financial resources for the government. Needless to say, this would dampen the cuts' intended invigorating effect on companies. だが、成長戦略をめぐる菅政権の論議はちぐはぐだ。戦略の目玉となる法人税減税は、多くの財源を産業界の追加負担でまかなう案が有力という。これでは、企業活性化の効果がそがれてしまう。
Financial resources can be secured by stopping handout policies that have only slight economic effect. Kan should exercise leadership and switch policy priorities. 経済効果の薄いバラマキ政策をやめれば財源は確保できる。菅首相は指導力を発揮し、政策の優先順位を入れ替えるべきだ。

It was in 1996 that the Japanese words "jimi-kon" (low-key wedding) and "hade-kon" (showy wedding) arrived on Japan's linguistic forefront. Nowadays "jimi" (plain, low-key) and its variants are commonly used online and in manga. 「ジミ婚、ハデ婚」という新語がはやったのは1996年だった。いまでは「ジミ」「ジミッ」は、ネットやマンガの常用語になっている。
A variant of this term has also found its way to China and looks likely to be remembered as the buzz word of the year. Its appearance has been traced to the anime "Saiyuki: Tabi no Owari" by Kosuke Masuda. この「ジミ」が、中国に輸出され、今年の流行語になりそうだ。発端は、増田こうすけ氏のギャグアニメ「西遊記~旅の終わり~」だという。
The anime starts when the character Xuanzang and his companions reach ancient India. The place is empty, and the only sign is one saying "goal." アニメは三蔵法師一行が天竺(てんじく)に着いた場面で始まる。そこはただの空き地で、「ゴール」の標識が立っているだけ。
"So this is India. It's pretty plain (jimi) isn't it, Master," one of Xuanzang's disciples, Wukong, says. Xuanzang then dashes forward trying to become the first to arrive, while Wukong and the others on the scene try to stop him. 「これが天竺かー。すごいジミですね、法師」と悟空。法師はいきなりダッシュして一番乗りを目指す。そうはさせるかと妨害する悟空たち--そんなどたばた喜劇だ。
In the Chinese version of the anime, "jimi" was translated as "bugeili" (dull, boring). "Bu" is a negative prefix and "geili" is a word of the Northern Chinese dialect that has come to mean "cool" or "exciting". It is a peculiar Chinese word. "Geili" has since become an Internet buzz word and on Nov. 10, the People's Daily, the official newspaper of the Communist Party of China, used the word in a headline on its front page, in reference to "cool" Jiangsu province. While the use of the word was both criticized as frivolous and hailed as novel, its place as this year's top trendy word in China was certain. ついに今月10日。中国共産党機関紙「人民日報」1面トップ記事の見出しにネット言葉の「給力」が使われた--「江蘇給力 “文化強省”」。「江蘇省スゴッ」が軽薄か、斬新かについては賛否両論が沸騰したが、「給力」が今年の流行語大賞の地位を確保したことは確実だ。
It is interesting to note that "jimi" which has a negative meaning, was taken in a different direction in China to produce the positive "geili." おもしろいのは、日本発の「ジミ」が、中国では「給力(すごい)」と反対方向にひっくり返ったことだ。
Over the past few years, China's GDP per capita growth has practically lined up with that seen by Japan in the 1960s. In 1967, a popular television commercial chanted the phrase "big is good." The day after the People's Daily used the phrase, Japanese actress Sora Aoi started using Twitter in Chinese on the major Chinese portal site Sina. In just 24 hours she secured 160,000 followers. 問題の人民日報が発行された翌日、日本の女優、蒼井そらさんが中国国内の大手ポータルサイト、新浪網を使って中国語ツイッターを始めた。24時間でフォロワーの数は16万に達した。

The way to govern the nation is about to change although it may not be sufficient. Depending on the new government's attitude, it may be a good opportunity for reconciliation both at home and abroad. 曲がりなりにも統治の形態が変わるタイミングだ。新政府の姿勢次第では国内外での和解の好機にもなる。
First, the new president must engage in direct dialogue with Suu Kyi. Without her, there can be no reconciliation or democratization. Furthermore, the more than 2,000 political prisoners must also be released without delay. Investigators probing the leak of Japan Coast Guard video footage showing a Chinese trawler ramming two Japanese patrol boats off the Senkaku Islands in September have decided to continue questioning the officer who admitted to uploading the footage on YouTube. But he will not be arrested. 尖閣沖の中国漁船ビデオが流出した事件で、捜査当局は海上保安官を逮捕せずに調べを続ける方針を決めた。
Although the officer voluntarily appeared before investigators, his statements were vague and the storage medium believed to have been used to take the footage from his organization has not been found. 自ら出頭したのに供述にあいまいな部分があり、映像を持ち出したとされる記録媒体も見つかっていない。
Opinions were split among the investigating authorities. But the decision not to arrest the officer was reportedly the result of an overall judgment on various circumstances. 当局内部でも意見は割れたが、様々な事情を総合判断した結果だという。
We must not forget, however, that the foundation of criminal investigations is questioning suspects without arrest unless it would risk the destruction of evidence or flight. 忘れがちだが、捜査の基本は在宅調べで、逮捕は証拠隠滅や逃亡の恐れがある場合の手段だ。
Thus, there is no need to insist upon physical custody. The important thing is to get to the bottom of how the leak occurred. これに照らせば身柄拘束にこだわる必要はない。肝心なのは流出に至る真相の究明である。
The shoddy information management at the coast guard is stunning. これまでの捜査で驚かされたのは海上保安庁の情報管理のお粗末さだ。
How was the footage stored and posted on the Internet. What rank of personnel could access it? 映像はどう保管され、ネットとどうつながり、どこまでの職員がアクセスすることができたのか。
It was first explained that the video was rigorously controlled, but subsequent statements have wavered. This is a key issue for a judgment on whether the footage was a secret that should be protected to the point of imposing punishment. 初めは厳重に管理しているという説明だった。その後、二転三転した。映像は刑罰を科してでも守る秘密だったのか否かの判断にも影響する重要な問題だ。
The coast guard is the organization in charge of policing Japan's seas, and it has the authority to make arrests and use weapons. The agency's current state, however, makes us uneasy. 海保は海上の警察組織だ。逮捕や武器使用の権限を与えられている。その機関がこの有り様では不安を覚える。
How are other important materials stored? Besides the obvious need to revamp the data-handling systems and awareness at the coast guard, stern questions remain about the responsibility of those involved in management operations. ほかの重要資料の保管はどうなっているのか。データを扱う体制と意識の見直しはもちろん、管理業務にかかわる者の責任も厳しく問われよう。
As suspicions toward the coast guard mount, there has also been a swell of support for the officer's actions. Former Prime Minister Shinzo Abe joined the chorus in an online magazine, commending the officer for his bravery in releasing the images to the public. 海保への疑問が増す一方で、保安官の行為を支持する声が一部に広がっている。安倍晋三元首相がメールマガジンで、「勇気をふるって告発した保安官」を励ましたのはその一例だ。
But this is over the top. What will become of national management if frontline civil servants decide to leak intelligence at their own discretion simply because they disagree with government policy? だがこれはおかしい。政府の方針が自分の考えと違うからといって、現場の公務員が勝手に情報を外に流し始めたら、国の運営はどうなるか。
The officer's actions also fail to meet the requirements for whistle-blowing protected under the law. Praising him as a hero is a mistake and extremely risky. He stated he wanted people to act on their own ideas and judgments of the matter. We can only wonder what motive he had. 保安官の行いは、法律で保護される内部告発の要件を満たしてもいない。称賛したり英雄視したりするのは間違いだし、危険なこと甚だしい。保安官は「一人ひとりが考え判断し、行動してほしかった」との声明を出したが、いったい何を意図したものか。
The Asahi Shimbun has tirelessly advocated the public's right to know. This does not extend, however, to the immediate release of all sensitive information on foreign relations, defense, security and other intelligence. 朝日新聞は国民の知る権利の大切さを唱えてきた。だが外交、防衛、治安情報をはじめ、すべてを同時進行で公にすることがその中身ではない。
We must share the common awareness that information disclosure and the debate rooted in that issue are an indispensable part of democracy. Then, considering the overall interests for each case, judgments should be rendered on the validity and timing of disclosure. It is the accumulation of such efforts that tempers the very fabric of a society. 情報の公開とそれに基づく討議は民主主義に欠かせぬという認識を互いに持ち、ケースごとに全体の利益を見すえて公開の当否や時期を判断する。この積み重ねこそが社会を鍛える。
At the base of the current confusion lies distrust toward the current administration, which offered no policy consistency on dealing with the trawler incident, thrust the responsibility onto the prosecutor's office and failed to clearly explain its position to the people. 今回の混迷のもとには、漁船事件に対処する方針がぶれたあげく、検察庁に責任を押しつけ、自らの姿勢を国民に丁寧に説明してこなかった政権に対する不信がある。
There has also been a jumble of raw sentiment and nationalism directed at China, a nation that continues to expand its status as a global power, along with the pursuit of partisan politics in Japan. Statements charged with emotion and ulterior motives are rife. そして、大国化する中国への感情やナショナリズム、党利党略がないまぜになり、感情論や思惑含みの発言が飛び交っている。

The approval rating for the Cabinet of Prime Minister Naoto Kan took a nose dive to 27 percent in an Asahi Shimbun poll over the weekend. 菅直人内閣の支持率が急落した。朝日新聞社の世論調査では27%だ。
The opposition camp continues to play hardball, and the government's supplementary budget bill is expected to clear the Lower House without support from New Komeito, whose cooperation the administration had counted on. 野党は態度を硬化させ、補正予算案は政権が期待した公明党の賛成も得られないまま、衆院を通過する。
What lessons should the Kan administration infer from the latest figure? The reasons for the fall need to be analyzed. この数字の変化に、菅政権はどんな教訓を読み取るべきか。急落の理由を腑分(ふわ)けして考える必要がある。
First, the people were critical of the administration's policy choices and decisions. 一つは、政策判断や選択に対する批判である。
If the criticism concerned divisive issues on which the administration had to make truly tough calls, we believe the administration should just bite the bullet and move on. 賛否の割れる難しい課題について、政権がぎりぎりの決断を下した結果に対する批判であれば、それは腹をくくって引き受けるしかない。
There is no question the administration took a big hit for its handling of an incident triggered by a Chinese trawler ramming two Japan Coast Guard patrol vessels off the disputed Senkaku Islands. 尖閣諸島事件をめぐる対応が強い批判を浴びていることは間違いないが、
However, the administration is also responsible for preventing further outbreaks of nationalistic sentiment that have erupted in both Japan and China. There is no easy answer to how this responsibility should be handled. 一方で政権は日中双方のナショナリズムの無益な沸騰や衝突を防ぐ責務も負う。その是非は気軽に一刀両断にできるものではない。
If these were the factors that caused the approval rating to plummet, the Cabinet need not fret. こうした批判に起因する急落なら、実はまだ救いがある。
But there are also other factors the Kan administration should really be worried about. 下落の大きな理由、菅政権にとってより深刻な理由は、別にある。
Of the Asahi poll respondents who did not approve of the Cabinet's job performance, only 20-plus percent cited "policy" as their reason, while more than 60 percent cited "lack of ability to execute policy." 本紙調査では、不支持と答えた人のうち、理由に「政策」を挙げた人は2割強にとどまる。6割を超える人が選んだのは、「実行力」だった。
Does the administration lack the ability to get things done? Or is the real issue whether it is serious about implementing the measures it has promised? We have to presume this was the question those respondents had in mind. 政策を遂行する力量があるか。いやそもそも、その気があるのか。そこに疑問を抱かれていると解釈せざるを得ない。
Indeed, the Kan administration has done many things to invite that question. 確かにそう思われても仕方のない対応が目につきすぎる。
On the "money and politics" issue, for instance, the Democratic Party of Japan-led administration has never gotten former party leader Ichiro Ozawa to explain himself before the Diet. The administration has resumed taking corporate and group donations, and is so far unsuccessful in achieving intraparty consensus on proposed pay cuts for Diet members. 政治とカネの問題では、小沢一郎元代表の国会での説明も実現できない。企業・団体献金は受け入れを再開した。国会議員の歳費削減に党内合意を取り付けることにも難渋している。
On the Senkaku issue, the Kan administration has given the nation the impression that it would prefer to pass the buck to prosecutors and the Japan Coast Guard. 尖閣事件では、政治が負うべき責任を検察や海上保安庁に押しつけている、といった印象を与えている。
Having thus dithered and stumbled repeatedly, the administration has lost public support, which in turn has diminished its ability to implement policies. This is a vicious cycle, indeed. そうしたことの繰り返しで支持を失い、そのためさらに実行力が弱まる。負のスパイラルである。
Could it be that the DPJ is still unused to governing? いまさらながら、すべては民主党の不慣れのせいということか。
Not only does the Kan administration lack the experience to forge a consensus as the ruling party, but it is also without the sort of power that comes from strength in numbers as exercised by Ozawa and Liberal Democratic Party faction leaders of the past. And where diplomacy is concerned, experience is largely what produces sound decisions. 与党として合意形成を進めていく経験が足りないうえに、菅政権は小沢氏やかつての自民党の派閥領袖(りょうしゅう)のような数の力も持たない。外交上の判断も、経験によって磨かれる面が大きい。
That said, however, time has already expired for the DPJ administration to keep using "lack of practice" as an excuse. しかし、もう「けいこ不足」を言い訳にできる時期は過ぎた。
The only way the Kan administration can hope to regain its footing is to implement its policies one by one and let the results speak for themselves. 政策を実行し、ひとつずつでも結果を有権者に見せていくしかあるまい。それを通じてしか、政権の基盤は固め直せないだろう。
